Sri Lanka is currently on an accelerated path of development, striving to achieve its national development goals. As the nation advances, the sustainable management of environmental and natural resources becomes critically important. While decisions taken at the institutional level play a vital role, the inseparable relationship between people and the environment makes it equally essential for citizens to act with awareness and responsibility. Therefore, fostering a strong connection between environmental regulations, conservation strategies, and active citizen participation has become a timely and indispensable need.
As the country’s lead regulatory body for environmental protection, the Central Environmental Authority (CEA) carries a profound responsibility under the mandate of the National Environmental Act No. 47 of 1980. This Act, which has been amended to address emerging social and economic challenges, will soon be further strengthened to enhance environmental governance in Sri Lanka.
A strong legal framework naturally leads to the regulation of human activities. However, this is most effective when people are both aware of the importance of environmental protection and committed to complying with regulations. It is therefore imperative to intensify public awareness and deliver educational programs in a more structured manner, while simultaneously advancing technical measures and innovations.
I am also committed to ensuring that the necessary facilities and resources are made available to enhance the efficiency and effectiveness of the Central Environmental Authority. Through these efforts, we seek to establish a stronger foundation for environmental Management and Protection in Sri Lanka, ensuring that development is aligned with sustainability for the benefit of present and future generations

තිරසාර සංවර්ධනය සහ පිරිසිදු, හරිත ජාතියක් ගොඩනැගීම පිණිස රටේ කැපවීම ශක්තිමත් කිරීම සඳහා, ආයතනික රාමුව සහ සාමාන්‍ය ජනතාව යන පාර්ශවකරුවන් සම්බන්ධ කර ගනිමින් පිරිසිදු පරිසරයක් පෝෂණය කිරීමට ශ්‍රී ලංකා රජය කැපවී සිටී. මධ්‍යම පරිසර අධිකාරියේ ජනාධිපති පරිසර සම්මාන ප්‍රදානෝත්සවය මෙම ඉලක්කය සපුරා ගැනීම සඳහා ක්‍රියාත්මක කරන ලද එක් ප්‍රධාන වැඩසටහනකි. ජනාධිපති පරිසර සම්මාන උළෙල 2011 දී ආරම්භ වූ දා සිට, 2024 වන විට උත්සව දහයක් සාර්ථකව පවත්වා ඇත.
ජනාධිපති පරිසර සම්මාන වැඩසටහන මධ්‍යම පරිසර අධිකාරිය විසින් සැලසුම් කර ඇත්තේ පරිසර සංරක්ෂණයට සැලකිය යුතු දායකත්වයක් ලබා දුන් කර්මාන්ත, රාජ්‍ය සහ පුද්ගලික ආයතන, රාජ්‍යනොවන සංවිධාන, පරිසර සංරක්ෂණය සඳහා කැපවී ඇති පාසල් සහ ප්‍රජා සහභාගීත්වයන් ඇගයීම පිණිස වන අතර ජයග්‍රාහකයින් ඇගයීම සඳහා යොදාගන්නා බොහොමයක් නිර්ණායක වත්මන් රජයේ “පිරිසිදු ශ්‍රී ලංකා” (Clean Sri Lanka) වැඩසටහනට අදාළව ක්‍රියාත්මක කිරීමට යෝජිත වැඩසටහන් සමඟ ද සමගාමී වේ. මෙම වැඩසටහන මඟින් තිරසර ක්‍රියාකාරකම් ක්‍රියාත්මක කර ඇති විවිධ පාර්ශවකරුවන් සඳහා රාජ්‍ය පිළිගැනීමක් ලබා දීම, ප්‍රජා වගකීම් දිරිමත් කිරීම සහ ඔවුන්ගේ ප්‍රයත්නයන් තුළ මෙම ආයතන තවදුරටත් ප්‍රබෝධමත් කිරීම අරමුණු කරයි. මීට අමතරව, මෙම වැඩසටහන මඟින් කාර්මික සංවර්ධනය සඳහා තිරසාර පාරිසරික මැදිහත්වීම් හඳුන්වා දීමත් පරිසර සංරක්ෂණය සඳහා ප්‍රජා සහභාගීත්වය වර්ධනය කිරීමත් පාරිසරික ආරක්ෂාව සහ තිරසාර සංවර්ධනය සඳහා යොමුවන ප්‍රජා සහභාගීත්වය සක්‍රීය කර වර්ධනය කිරීමත් අරමුණු කරයි.
ඉහත අරමුණු ලඟාකර ගැනීම සඳහා කර්මාන්ත, ව්‍යාපාර, ව්‍යාපෘති ක්ෂේත්‍රය සහ ආයතන, සමාජ, ජන මාධ්‍ය ක්ශේත්‍රය යන ක්ෂේත්‍ර 02 ට අයත් කාණ්ඩ 23 ක් යටතේ ජනාධිපති පරිසර සම්මාන ප්‍රදානෝත්සවය 2025 වර්ෂයේදී ද ක්‍රියාත්මක කිරීමට නියමිතය.
එක් එක් ක්‍ෂේත්‍රයන්ට අදාල අයදුම් පත්‍ර මධ්‍යම පරිසර අධිකාරියේ වෙබ් අඩවිය තුළින් බාගත හැකි අතර සම්පූර්ණ කරන ලද අයදුම්පත්‍ර 2025.04.30 වන දිනට පෙර මධ්‍යම පරිසර අධිකාරිය වෙත ලැබීමට සැලැස්විය යුතුවේ
ජනාධිපති පරිසර සම්මාන ප්‍රදානෝත්සවය 2025 වර්ෂයට අදාළ ක්ෂේත්‍ර සහ කාණ්ඩ පහත දක්වා ඇත.

Importance
• A lowland rainforest with rich biodiversity.
• Home to 164 plant species, including 68 endemics, and 220 animal species, 85 of which are endemic and 89 classified as threatened. Notable species include globally endangered mammals such as the Sri Lankan black monkey and the fishing cat, as well as the rare orchid Maha Padma (Podochilus warnagalenis).
• The area serves as a water catchment for the Kuru Ganga and is culturally significant as part of the pilgrimage route to Sri Pada.
• It also holds archaeological, educational, and research value.
