ReEB waste project concluded with extraordinary success.

Final seminar of the ReEB project was held at the CEA on 31st of January 2019 highlighting the demand for disseminating knowledge on proper management of Municipalsolid waste by the Chairman of the CEA,Mr A J M Muzammil ,who was the chief gest and keynote speaker at this session. He stated that this is not the end of the process but beginning of application of knowledge much needed by LocalAuthorities.

Director General of the CEA, Mr. Hemantha Jayasinghe welcomed the guests and representatives from all local authorities including JICA delegation and Chairmen, Commissioners MOHs and senior health inspectors of throughout the island.
CEA with JICA (Japanese International Co-operationAgency ) and related public sector stake holders for Municipal Solid waste Management agencies namely, National Solid Waste Management Support Center under the Ministry of Local Government and Provincial Affairs, Ministry of Mahaweli Development and Environment, Solid Waste Authority of the Western Province and National Planning Department, Completed the two year project by final seminar on the Pollution Control and Reduction of Environment Burden in Solid Waste Management (ReEB Wasteproject) at the CEA Auditorium.

This project ended up with seminar aimed at all local authorities throughout the island to develop their skills on solid waste management, providing in depth analysis on data collection estimation of waste flow, planning and construction, maintenance of sanitary land filling site.

The project initiated by the CEA in March 2017 and technical support and financial grant were given by JICA and continued to January 2019. JICA expert team headed by Dr (Ms) Yoko Onuma, Long term Expert and Dr. Naofumi Sato, short time expert with Sri Lankan experts designed three Projects which were initiated in Kurunegala MC (Environmental pollution control pilot Project), Rathnapura MC (Reduce, Reuse and, Recycle concept based solid waste management) and in Katharagama PS (Designing and Completion of new model low cost sanitary land filling site with wild elephant repulsion fence) were the main outcome of this project.

These pilot projects were designed based on comprehensive data collection of 30 local Authorities and selected 10 Local authorities were selected for further study. Only 3 local Authorities namely Kurunagala Municipal Council, Rathnapura Municipal Council and Katharagama Pradeshiya Shabha were selected by the expert team to initiate the pilot projects.

The Kurunagala Municipal Council project addressed the issues of pollution at water sources by leachates originated from dumping site of municipal solid waste in Kurunagala Sundorapola Site and the JICA experts recommended construction of Permeable Reactive Barrier (PRB) to barricade toxic leachate going outside the dumping area.
In Rathnapura Municipal Council the JICA expert team found the collection of waste should be Reduce, Reuse and Recycle (3R) and Municipal Solid waste by households to saving landfilling space.

Katharagama Pradeshiya Sabha was given a new medal sanitary land filling site with low cost technology and waste flow was minimized by application of 3R principles. This new sanitary landfilling site is the first of its kind in Sri Lanka with a low cost solution to comprehensive technical designing to illegal waste dumping sites in wildlife areas of the country.
The ReEB waste project was credited with preparation of three very useful guide books, namely Manual for Municipal Solid Waste Management Sites and 3R Promotion manual and the SATREPS guide which is a comprehensive applicable guide for site selection, designing, construction and maintenance of Municipal Solid Waste Management Sites for Local authorities in Sri Lanka.

For this final seminar of the ReEB waste project was successfully concluded providing technical presentations by CEA, Eng. Upali Indarathna, DDG, Waste Management, Mr. K H Muthukudaarachchi, DDG, EPC, Dr. P. Batuwitage, Former Additional Secretary, Ministry of Environment, Dr. Naofumi Sato, Chief Consultant, ReEB Waste Project, Chairmen of Local Authorities and other relevant officers of the pilot projects.
