The Regulation published under the section 23W of the National Environmental Act bearing No. 2034/34 and dated 2017.09.01 prohibited the manufacture of food wrappers from polythene as a raw material for in country use. This regulation was enforced with effect from January 2018 after given a grace period to adhere to the new law by the manufacturers. The Central Environmental Authority (CEA) launched an island wide program to raid illegal lunch sheet producers, sellers and users since January this year. Up to now, the CEA has investigated more than 5000 such institutions island wide and found more than 300 institutions engaged in production, sale or using the illegal food wrappers.
The CEA conducted another raid on banned lunch sheet manufacturing industry, which is located in Aramaya Place, Dematagoda, jointly with the Consumer Affairs Authority (CAA) and Police special Unit of the CEA on 24th August 2018 Friday night.
When the raid was conducted the industry was in operation and lunch sheets rolls manufactured using HDPE materials (High Density Polyethylene) and calcium, were found in the stores, which is worth of around Rs. two million. Three extruder machines (7.5Hp each), three cutting machine (5Hp each) and two mixture machines were being used in the production process. It has been revealed that this industry has been obtained approval only for manufacturing grocery/shopping bags from low density polyethylene. The accused company has rented out his business to two other persons and one person was engaged in this illegal manufacturing of HDPE lunch sheets.
This industry has violated the National Environmental Act since it manufactures HDPE lunch sheets in contrary with Regulation No. 2034/34 of 2017. 09. 01. The CEA pursue legal action against the accused before the Colombo Magistrate's Courts. The stock of food wrapper roles which is nearly 600 Kg in weight was arrested by the CAA.
