Stakeholders Consultation Workshop to Finalize the Project Proposal formulated in respect of “Soil/ Groundwater Quality Monitoring and finding mechanism for obtaining Compensation for Environmental Damage”

Special project of the Central Environmental Authority celebrative with the Water Quality Monitoring Laboratory  organized a Stakeholders Consultation Workshop to Finalize the Project Proposal formulated in respect of “Soil/ Groundwater Quality Monitoring and finding mechanism for obtaining Compensation for Environmental Damage” for  expertise from  several government officers on 27th  June 2019 at the Auditorium, CEA to gather information and  broader knowledge on soil and ground water quality monitoring related to the National Environment Act (NEA) and environment management.

45 officers including Mr. Mapa Pathirana, State Secretary, Ministry of Mahaweli Development and Environment, Mr. K.H. MuthukudaArachchi, Deputy Director General, Environmental Pollution Control Division, Central Environmental Authority and representatives from several other government offices and divisions of CEA participated in this program.

Briefing the Project Proposal was done by Mr. M. Sivakumar, Director, Special Projects, CEA, Expected Capacity Development to Laboratory Service of the Central Environmental Authority was explained by Ms. Nisansala Bopage, Chemist, Laboratory Service, CEA, Relevance of the Project to the CEA and Pilot Project in the Gampaha District was explained by Mr. K.H. MuthukudaArachchi, Deputy Director General, EPC-CEA and Relevance of the Project to the WRB and Pilot Project in the Gampaha District was conducted by Mr. G.R.R. Karunaratne, General Manager, Water Resource Board.

Group discussion was carried out to collect the ideas regarding the proposed project proposal  in different topics such as common framework for implementation mechanism in the project (Overall), availability of the data/ database/ baseline data and establishing a common database and platform for sharing on soil/ groundwater quality, strengths and weakness of the existing legal provisions and formulating a common legal framework with required standards for the protection and management of the  soil/ groundwater quality, experiences of obtaining compensation for major environmental damage and propose a common mechanisms and availability of the local expertise on the subject of this project.
